Fix recurring Windows Rust lint failures caused by cache cleanup deleting hyperlight_surrogate.exe while retaining the host's build metadata.

Cache the executable separately so it is restored after Rust cache cleanup and saved before post-job cleanup. If that cache is unavailable, rebuild only hyperlight-host so its build script recreates the executable. The remaining Rust cache stays enabled.

This is independent of the 0.9.0 version bump.

Cache the nested surrogate executable independently of Rust build artifacts. Restore it after Rust cache cleanup and save it before post-job cleanup. On cache misses, clean only hyperlight-host so its build script regenerates the embedded executable.
